Securing energy supplies and exploring low-carbon opportunities

Since assuming the leadership role for COPC in 2019, Mr. Hübinette has worked closely with its long-term partner, China National Offshore Oil Corporation (CNOOC) Limited, to advance the phased development and production increase of the Penglai Oilfield to support the 40 million tons production target for Bohai Oilfield during the "14th Five-Year Plan.” In 2020, he worked vigorously with CNOOC Limited, ensuring two new wellhead platforms were put into production ahead of schedule despite the pandemic impact.  In Q4, 2023, the two companies achieved first oil at Penglai Phase 4B, also known as the Penglai 19-3 Oilfield area 5/10 development project, marking a new significant milestone for Penglai oilfield development.

Penglai Oilfield in Bohai Bay

The Penglai Oilfield is China’s largest offshore oilfield jointly developed by COPC and CNOOC Limited, with 16 offshore wellhead platforms, a 300,000-tonne Floating Production, Storage, and Offloading vessel, as well as nearly one hundred kilometers of subsea pipelines. Since 2019, the total output of crude oil in Penglai Oilfield has exceeded 18 million tons, valuing more than RMB 60 billion, and it has supplied more than 900 jobs.

Mr. Hübinette is also leading the low-carbon development in Penglai. Under his leadership, the two companies launched the Penglai Offshore Windfarm Pilot Project in late 2022, to oversee the installation of four wind turbines with a total capacity of 34 megawatts, designed to cover over 30% of the power needed for the oilfield’s operation at full capacity and achieve thousands of tons of annual CO2 reductions. Additionally, he is closely exploring new opportunities in the low carbon space with CNOOC Limited, such as large windfarms, green power projects, Carbon Capture and Storage and carbon offsets. Last November, the two companies signed a Memorandum of Understanding regarding both parties’ cooperation in Low Carbon and New Energy space in Bohai Area.

Promoting win-win cooperation and exchanges between China and the world

Adhering to the win-win philosophy, Mr. Hübinette has been instrumental in promoting cooperation between COPC and CNOOC Limited in technology and management. Among them, the two companies have deployed industry-leading innovations in Penglai in seismic surveying, well completions, platform design and offloading vessel operations. Workforce empowerment is also a valued trait under his leadership. Workshops and trainings such as “Personality Color and Team Collaboration” and “Cross-cultural Leadership” have been carried out on a regular basis to establish a supportive platform for open interaction and communications, and empower cultural differences in the workplace.

In addition, Mr. Hübinette has also taken the initiative to promote good practices from China to the international stage. Under his recommendation, China Offshore Oil Engineering Company (COOEC) and China Oilfield Services Limited (COSL) have three times won a ConocoPhillips Global Supplier Recognition Award, laying a solid foundation for them to garner more overseas business opportunities. In 2020, he promoted pandemic prevention and control measures applied in the Penglai Oilfield within the ConocoPhillips organization and helped introduce them to ConocoPhillips’ other global projects.

Passionately giving back to communities we operate in

During Mr. Hübinette’s tenure in China, COPC has spearheaded various corporate social responsibility (CSR) initiatives. To date, COPC has invested over 83 million RMB in its charity projects to address key welfare challenges in areas such as conservation, education, and healthcare. Through its signature congenital heart disease (CHD) series charity project, COPC has to date donated more than 20 million RMB to sponsor 636 children with CHD to receive free surgery in Tianjin, and supported over 2,000 doctors to receive professional training—further benefiting more than 10,000 children. This series project, which has spanned more than 10 years, has successfully improved the lives of underprivileged children in 16 provinces across China.

Bridging the East and the West

Mr. Hübinette’s fascination and affection for China began as early as 1998. “It was my profound fascination with Chinese culture that drew me to travel here after high school. Throughout my travels in the country, I found myself captivated by the rich cultural heritage, stunning natural landscapes, and diverse culinary experiences,” said Mr. Hübinette. Since then, he has traveled to China several times to participate in oil and gas development projects and eventually expatriated to China in 2019 for a COPC leadership role. Today, China has become his second home, and he has proactively spent his spare time improving his Chinese.

Additionally, Mr. Hübinette has also earned a reputation for being a well-known backpacker among the expat community. Captivated by the beautiful landscapes, he has been to 20 provinces, including Inner Mongolia and Ningxia.” The joy of living and working in China has been an extraordinary journey in my life. I aspire to serve as a cultural bridge between the East and the West. It is my passion in sharing the remarkable experiences and insights I’ve gained here to the world. I believe promoting friendly communication and business exchanges between China and the international community can greatly contribute to China’s prosperity and encourage developments for the world,” he added.

The Tianjin Haihe Friendship Award is the highest award, set up by the Tianjin government in 2006 to recognize foreign experts for their outstanding contributions to the city’s economic construction and social development. Mr. Hübinette is the fifth foreign expert from ConocoPhillips to receive this prestigious honor.
